1.     (1) The contents of the proposal： 
            The value and significance of the proposal：Originality, Academic or technical innovation, practicality or application, and influence in industry / social / economic development. The feasibility of the proposal：

• The targeted problems and their importance
• The completeness of the proposal
• The feasibility of the methods and steps 
• The completeness of literature review
• The degree of understanding of related domestic and foreign research areas
• Manpower, task grouping and allocation of work Items
• The rationality of the implementation period of the proposal and the output benefit of the expected results

1.     (2)The academic performance of the proposal PI：

• The quality of the recent proposal report of the PI
• The proposal PI’s representative works in the past 5 years, including, journal papers, books, developed systems, and technological breakthroughs
• The proposal PI’s industrial innovation in the past five years and performance in personnel training
• The proposal PI’s overall achievement and ability of proposal execution
• The necessity of proposal co-PI (if needed)
