Given the thriving development and business in deep-tech, bio companies and starups in Silicon Valley/ Vat Area, the National Science and Technology Council (NSTC) has acknowledged the importance and the necessity of the expansion of the high-teh industries as well as deep-tech startups and thus has established the Science and Technology Division, Taipei Economic and Cultural Office in San Francisco (TECO in San Francisco) in December 1984. It is located in North California. Its service areas covers 8.5 states.

The Science and Technology Division, TECO in San Francisco has three essential missions:

1.To facilitate the academic cooperation among the research institutes between Taiwan and the U.S.A.

2.To expedite the development of the high-tech and deep-tech startups.

3.To Engage high-tech talent's exchanges and cultications.
