臺灣在新冠病毒(COVID-19)的積極防疫措施在國際上受到高度肯定,科技部今(23)日透過首場「2020年臺灣與俄羅斯新冠病毒(COVID-19)防疫經驗交流」網路視訊研討會,媒合臺灣與俄羅斯兩國約40位防疫醫療菁英,分享臺灣在醫療聚落的新冠病毒治療與預防院內感染等經驗,並與俄方進行防疫專業交流。
俄羅斯新冠病毒疫情嚴峻,截至109年4月20日止,俄羅斯COVID-19共47,121確診例,其中莫斯科26,350例,佔俄國55.9%,配合俄國防疫政策,莫斯科謝切諾夫第一國立醫科大學今年4月份設置了2千張COVID-19病床,堪稱是俄羅斯的方艙醫院;鑑於我國三軍總醫院具COVID-19醫療經驗,加以雙方均有執行科技部臺俄雙邊研究計畫的豐富經驗,並已於108年6月簽署合作備忘錄,經由駐俄羅斯代表處科技組黃組長崧任居間連繫,促成我國三軍總醫院及俄羅斯莫斯科謝切諾夫第一國立醫科大學於今日共同舉辦網路研討會,互相交換學習防疫與醫療經驗,並由科技部謝次長達斌、駐俄羅斯代表處耿代表中庸、三軍總醫院蔡院長建松及俄羅斯莫斯科謝切諾夫第一國立醫科大學校校長Petr V. GLYBOCHKO開幕致詞。
科技部謝次長達斌於開幕致詞中表示,我國科技防疫的研發成果有許多突出表現,包括感染控制、快篩試劑、疫苗開發、病毒株分析和抗病毒藥物開發等,值得與國際科技合作夥伴分享,共同克服各項挑戰,造福人群。本研討會亦開放邀請其他機構之臺俄研究計畫團隊參與,擴大研討會效益,深化臺俄兩國科研合作與交流。研討會除了由臺俄雙方醫療菁英報告急診篩檢隔離對策、治療經驗、病床管理、以及三軍總醫院的即時聚合酶連鎖反應 (Real-time polymerase chain reaction) 準確鑑定嚴重急性呼吸症狀的技術,並進行網路圓桌會議,期藉本次網路研討會結合雙方經驗,共同努力對抗新冠病毒。

2020 Taiwan-Russia COVID-19 Experience Sharing Webinar
While many countries are countering the pandemic of the coronavirus (COVID-19) on all fronts, Taiwan’s effective prevention measures have been highly recognized internationally. Through the longstanding partnership between the Ministry of Science and Technology (MOST) and Russia, the first "2020 Taiwan-Russia COVID-19 Experience Sharing Webinar" was held on April 23. Around 40 experts and scholars on infectious diseases from both countries shared their experiences, treatment and prevention of nosocomial infections.
Russia's virus outbreak is severe. To date, there were 47,121 confirmed cases, of which 26,350 were in Moscow, accounting for 55.9% of the total cases in the entire country. In line with the Russian epidemic prevention policy, I.M. Sechenov First Moscow State Medical University recently set up the so-called mobile cabin hospital featuring 2000 medical beds. In Taiwan, the Tri-service General Hospital (TSGH) is also leading the nation’s medical effort on COVID-19 treatment and prevention. Elevating the joint effort between Taiwan and Russia, an official MoU was signed in June, 2019 between the two institutions given that they both have extensive experiences in implementing MOST’s bilateral research projects.
Through the arrangement of Prof. Isaac Song-Jeng Huang, the director of Science and Technology Division of Taipei Representative Office in Moscow, Tri-service General Hospital and I.M. Sechenov First Moscow State Medical University co-hosted the jointed in order to create a platform for the comprehensive dialogue on epidemic prevention and medical treatment. Deputy Minister Dar-Bin Shieh of MOST, Representative Chung-Yung Keng of Taipei Representative office in Moscow for the Taipei-Moscow Economic and Cultural Coordination Commission, Superintendent Chien-Sung TSAI of Tri-Service General Hospital, and Rector Prof. V. Glybochko of I. M. Sechenov First Moscow State Medical University made opening speeches.
In his opening speech, Deputy Minister Dar-Bin Shieh of MOST said that Taiwan’s scientific and technological epidemic prevention has achieved several outstanding performances, including infection control, fast screening reagents, vaccine development, virus strain analysis and antiviral drug development. Such effort is to lead our citizens and society overcoming the present challenges together.
To maximize the impact of the conversation between Taiwan and Russia, this seminar also invited the participation of Taiwan-Russia research projects from other organizations. During the discussion, medical professionals and experts of both sides tackled on various topics related to COVID-19, including emergency screening, isolation and treatment strategies, and hospital beds management. Tri-service General Hospital also shared with participants the real-time polymerase chain reaction technology by accurately identify severe acute respiratory symptoms. With another successful virtual meeting, this webinar seeks to combine the experience and expertise of both parties to fight against the current pandemic together.
