"Pingtung Science Park: Powering the Silicon Generation and Connecting the Great South" Grand Inauguration Ceremony Marks Launch of Semiconductor Supply Chain at Pingtung Science Park

The National Science and Technology Council, in collaboration with the Pingtung County Government and Taiwan Semiconductor Manufacturing Company (TSMC), is promoting the establishment of a semiconductor supply chain cluster within the Pingtung Science Park. Led by TSMC, the initiative brings together major supply chain partners to actively expand into international markets. The launch ceremony was held today (May 19), gathering more than 200 representatives from industry, government, academia, and research institutions. Distinguished guests including Premier Cho Jung-tai(卓榮泰), Secretary-General of the Executive Yuan Kung Ming-hsin(龔明鑫), Minister of the National Science and Technology Council Wu Cheng-Wen(吳誠文), legislator Chung Chia-pin(鍾佳濱), legislator Hsu Fu-kuei(徐富癸), legislator Wu Li-hua(伍麗華), Pingtung County Magistrate Chou Chun-mi (周春米), TSMC Vice President Dr. Arthur Chuang(莊子壽), TSMC Vice President Vanessa Lee(李文如) and others attended to witness the official commencement of the semiconductor supply chain in Pingtung, making a milestone that signifies the county’s progression toward high-tech industrial development.

 

Premier Cho Jung-tai remarked that Taiwan boasts the world’s most advanced and comprehensive semiconductor industry cluster. Fueled by leaders such as TSMC, MediaTek, and ASE, Taiwan has built a complete industrial chain covering upstream IC design, midstream wafer manufacturing, and downstream packaging and testing, firmly securing its position at the core of the global semiconductor industry. With TSMC’s advanced wafer manufacturing processes from 5nm and 3nm to 2nm now entering mass production, Southern Taiwan has become a critical hub supporting the industry’s competitiveness. Pingtung holds notable geographical advantages and considerable development potential, equipped with 5 key foundational conditions for industrial development: water, electricity, land, talent, and manpower. In the future, the Ministry of Transportation will expedite the planning and construction of the second East-West Expressway between Kaohsiung and Pingtung (Gao-Ping Expressway No. 2) as well as extension of the High-Speed Rail to Pingtung. These projects will further enhance transportation and economic linkages within the Kaohsiung–Pingtung region. By connecting with the semiconductor S-shaped corridor across Southern Taiwan, this initiative aims to support Pingtung’s industrial transformation and contribute to shaping a new direction for Taiwan’s economic development.

 

Wu Cheng-Wen, Minister of the National Science and Technology Council highlighted that since the Executive Yuan approved the establishment of the Pingtung Science Park in January 2022, joint efforts by central government agencies and the county government have driven active development. The park is now officially open for companies to commence factory construction simultaneously. The newly launched semiconductor supply chain cluster focuses on four core pillars: comprehensive supply chain deployment, smart manufacturing, circular resource management, and high-tech facility construction. Through the establishment of a research and development platform, the initiative aims to support industrial technology upgrades and speed up alignment with international standards. Looking ahead, TSMC and its supply chain partners will gradually establish operations here, collaboratively building a resilient local supply chain. This progress is expected to generate employment opportunities, encourage talent to return, and further strengthen collaboration between industry, academia, and research institutions, powering the sustainable development of high-tech industries in Southern Taiwan. These efforts also aim to transform Taiwan into an “ AI Island,” with the ultimate goal of “AI in every industry, everyone uses the AI”—fostering a culture in which the use of AI becomes a natural part of daily life.

 

Key Highlights from the Speech by TSMC Vice President Dr. Arthur Chuang(莊子壽) : The Pingtung Science Park is Taiwan’s first industrial cluster centered on facility construction for wafer fabs and related infrastructure. The park will bring together companies specializing in advanced materials, components, system design, module manufacturing, and standard certification, further strengthening Taiwan’s resilience and capabilities in factory infrastructure supply chain. He expressed hopes that the science park will evolve into a global hub for facility construction, enhancing the ecosystem supported by collaboration and international certifications. This would allow the supply chain of TSMC’s high-tech facilities to contribute new momentum to the development of the global semiconductor industry. Dr. Chuang also expressed sincere appreciation for the strong support from the Executive Yuan and the National Science and Technology Council, which has enabled TSMC to deepen its focus on advanced technologies, contribute to the rising wave of AI-driven opportunities, and position Taiwan as a key partner in advancing global technological innovation.

 

In response to the rapid transformation of the global technology industry, the National Science and Technology Council, in partnership with the Executive Yuan, is actively promoting the “Greater Southern Taiwan New Silicon Valley Promotion Plan.” Centered on Shalun, Tainan, the initiative integrates technological innovation with industrial cluster development, connecting science parks, technology industrial parks, and industrial parks across Chiayi, Tainan, Kaohsiung, and Pingtung. The ultimate goal is to propel Taiwan toward the realization of an “AI Island.” The semiconductor supply chain cluster within the Pingtung Science Park will be closely integrated with the industries around the High-Speed Rail Pingtung Station Special Zone, fostering a more resilient and agile regional supply chain network. This integration will inject fresh momentum into Taiwan’s semiconductor industry and accelerate the comprehensive upgrading and transformation of high-tech industries in Southern Taiwan.
